Sanctions forcing Russia to use appliance parts in military gear, U.S. says

U.S.-led sanctions are forcing Russia to use computer chips from dishwashers and refrigerators in some military equipment, Commerce Secretary Gina Raimondo said Wednesday.

“We have reports from Ukrainians that when they find Russian military equipment on the ground, it’s filled with semiconductors that they took out of dishwashers and refrigerators,” Raimondo told a Senate hearing, noting that she recently met with Ukraine’s prime minister.

U.S. technology exports to Russia have fallen by nearly 70 percent since sanctions began in late February, according to Raimondo, whose department oversees the export controls that form a big part of the sanctions package. Three dozen other countries have adopted similar export bans, which also apply to Belarus.

“Our approach was to deny Russia technology — technology that would cripple their ability to continue a military operation. And that is exactly what we are doing,” she said in a response to a question from Sen. Jeanne Shaheen (D-N.H.) about the impact of the export controls.

The semiconductor anecdote came from Ukrainian officials, who told the secretary that when they opened up captured Russian tanks, they found parts from refrigerators and commercial and industrial machinery that appear to make up for other unavailable components, Commerce Department spokeswoman Robyn Patterson said.

The number of U.S. shipments to Russia including items subject to the new rules — semiconductors, telecommunications equipment, lasers, avionics and maritime technology — has decreased 85 percent and their value has decreased 97 percent, compared with the same time period in 2021, Patterson said.

In her Senate remarks, Raimondo also pointed to recent reports that two Russian tank manufacturers have had to idle production because of a lack of components. The White House, too, has previously highlighted those reports, saying Uralvagonzavod and Chelyabinsk Tractor Plant have halted production.

Computer chips, also known as semiconductors, are the brains that operate most modern electronics, from appliances to fighter jets. Russia manufactures few of its own chips, historically relying on imports from Asian and Western companies.

The world’s biggest computer chip companies began cutting off deliveries to Russia in late February, after the U.S.-led restrictions kicked in.

The United States and other Western nations already had regulated sales to Russia of chips and other electronic components specifically designed for military use. Those sales required a government license to proceed even before Russia’s recent invasion of Ukraine.

The new rules tightened those restrictions and also blocked the sale of most dual-use chips, which have both military and commercial applications, to nonmilitary users in Russia, including those in high-tech industries.

The Biden administration said the ban would cut off more than half of Russia’s high-tech imports and kneecap the country’s ability to diversify its economy and support its military. The ban was not designed to block deliveries of consumer electronics.

In a novel move that the United States has used only once before — against China’s Huawei — it is also requiring companies worldwide to abide by the rules and block such sales to Russia if they use U.S. manufacturing equipment or software to produce chips. Most chip factories around the world use software or equipment designed in the United States, analysts say.

Previous research has shown Russia’s military has long relied on Western electronics. Russian military drones shot down over Ukraine in recent years have been full of Western electronics and components, according to investigators from the London-based Conflict Armament Research group, which dissected the drones.

On March 31 and April 1, Russian-language media and Facebook accounts actively circulated footage from an Al Jazeera report that they claim proves that the Ukrainian military was using ambulances to move around positions. 

According to the Facebook page of Russia's Channel One, Channel One News and Sputnik Belarus , Al Jazeera's report included footage showing several armed servicemen getting out of an ambulance, which, according to Russian media, indicates that the Ukrainian military uses ambulances to move into positions. According to the media, the footage was filmed in the city of Irpin, Kiev region, which is fully controlled by the Ukrainian side.

The footage from the Al Jazeera report is used by the Kremlin media to spread disinformation that the Ukrainian army is moving to combat positions in ambulances. In fact, the author of the report is not in the city of Irpin, but in one of the suburbs of Kyiv, and the Ukrainian military did not accidentally get into the frame, they were evacuating the wounded from the city of Irpin.

Russian media and Facebook profiles do not offer a translation of the report, which was released in Arabic. In addition, the full version of the Al Jazeera report is also not shown. The person we see in the footage is Al Jazeera reporter Mahmoud Zaibak. At the beginning of the full version of the inclusion , he notes that he is not in Irpin, but near the city of Irpin, in one of the suburbs of Kiev.

Zaibak also describes the process of evacuating victims from the city of Irpin. According to him, the victims are first taken out in ambulances to the suburbs of Kyiv, where special medical centers have been prepared for their reception (at this time, a tent is visible in the footage, into which the injured person is brought in a wheelchair) and then they are transported to the center of Kyiv.

Qualcomm, one of the largest developers of processors for smartphones, has demonstrated a new technology to replace conventional SIM cards. It was called iSIM or Integrated SIM (from the English built-in SIM).

The idea of ​​technology is fully disclosed in its name. Qualcomm figured out how to embed the SIM card module directly into the mobile processor.

iSIM development is in a very active stage. Qualcomm has already prepared a prototype processor that accommodates a SIM card.

Qualcomm used the Snapdragon 888 5G processor, its 2021 flagship, for the demo. It's unclear why it hasn't tested the latest technology on its most advanced Snapdragon 8 Gen 1 chip, which replaces last year's Snapdragon 888.

Telecom operator Vodafone took part in the demonstration of the technology . The event was also attended by representatives of Thales , an international industrial group engaged in the production of information systems for the army, as well as for aerospace and marine applications.

As a test subject, Qualcomm used the Galaxy Z Flip3 5G. This is a Samsung clamshell smartphone with a flexible display, which premiered in the summer of 2021. The event itself took place within the walls of the Samsung European Research and Development Center.

Advantages of the new technology

Qualcomm highlights three main advantages of its new development. First of all, iSIM allows you to significantly simplify the internal design of the phone.

The use of iSIM will enable developers to get rid of SIM trays that take up a lot of space in the case of mobile devices. They will be able to give the freed up space for other components - for example, for larger camera matrices or a high-capacity battery.

On the one hand, conventional SIMs are currently being gradually replaced by eSIM technology, which has recently been available in Russia . But the truth is that the eSIM is still a separate physical module, albeit tiny, taking up space in the case and on the circuit board.

The second advantage of iSIM technology is its maximum similarity with eSIM. As the XDA Developers profile resource writes , this means that telecom operators can use the same procedures as with eSIM when working with it. In other words, the transition to iSIM is supposed to be as painless as possible for subscribers and seamless for telecom operators.

Widest range of uses

The third advantage of iSIM is its huge area of ​​application. Integration into the SIM into the central processor opens up the ability to connect to cellular networks and make calls or use the mobile Internet from those devices that were not originally designed for this.

For example, it can be laptops. Most mobile PCs come without SIM support, and users must purchase slow and often cumbersome USB modems to access the Internet over cellular networks .

Microsoft came to the rescue here , in October 2021 it released Windows 11 OC with extended support for Qualcomm ARM processors. And in early December 2021, Qualcomm itself showed its new chip for Windows laptops - Snapdragon 8cx Gen 3 with a 5 nm topology. It does not have an iSIM, but Qualcomm may release a corresponding modification of it in the foreseeable future.

iSIM can also be used in tablets, virtual and augmented reality glasses and other devices with ARM processors , including Internet of things devices. Many car media systems are also built on them.
